 If you already have an agreement in place where the utilities are included in the rent, you cannot change it at this point unless the tenant agrees to it. Unfortunately, we do not know of a way that you can protect yourself should the tenant decide to remove their name from the account, other than requesting that Toronto Hydro notify you if this happens.
